Hosted by the President of the Republic of Kazakhstan H.E. Kassym–Jomart Tokayev, the Tenth Summit of the Organization of Turkic States was held on 3 November 2023 in Astana, the capital of Kazakhstan.
The President of the Republic of Azerbaijan, H.E. Ilham Aliyev, the President of the Kyrgyz Republic, H.E. Sadyr Japarov, the President of Türkiye, H.E. Recep Tayyip Erdoğan, the President of the Republic of Uzbekistan, H.E. Shavkat Mirziyoyev, the Chairman of the Halk Maslakhaty of the Milli Gengesh of Turkmenistan, H.E. Gurbanguly Berdimuhamedov, the Prime Minister of Hungary, H.E. Viktor Orbán and the Secretary General of the OTS, H.E. Ambassador Kubanchbek Omuraliev attended the Summit. The members of the Council of Elders of the OTS and the Heads of Turkic Cooperation Organizations also took part.
Preceding the Summit, the Council of Foreign Ministers of the OTS convened to finalize the documents to be signed by the Heads of State, as well as discussed various issues in the agenda of the Organization.
During this historic Summit, held under the motto “Turk Time,” the leaders underscored their unwavering commitment to deepening cooperation within the Turkic World and enhancing solidarity among Turkic States through the OTS framework.
Decisions made included the adoption of the Astana Act, resolutions on presenting the “Supreme Order of the Turkic World” to President Shavkat Mirziyoyev, proclaiming February 6 as the “Day of Remembrance and Solidarity with the Disaster Victims of the Turkic World,” designating Astana and Istanbul as financial centers, harmonizing the flags of the Turkic Cooperation Organizations, granting Observer Status to the Economic Cooperation Organization (ECO), and appointments within the OTS.
In addition, the Ministers and the Heads of the Institutions of the Member States signed the “Protocol on Cooperation in the Field of Metrology among the Relevant Institutions of the Member States of the Organization of Turkic States” and the “Joint Action Plan for the Implementation of the Transport Connectivity Program of the Organization of Turkic States for 2023–2027”. The OTS Leaders also covered recent regional and international developments during the Summit.
Upon the proposal of President Kassym–Jomart Tokayev, President Shavkat Mirziyoyev was presented the “Supreme Order of the Turkic World” by the Council of Heads of State for his significant contribution to strengthening Turkic unity under his exceptional leadership.
In conclusion of the Summit, at which the Chairmanship-in-Office of the Organization passed from Uzbekistan to Kazakhstan, the Heads of State signed the Tenth Summit Declaration of the OTS. The leaders also agreed that the next Summit will be held in Kyrgyzstan in 2024.
Following the Summit, Secretary General Kubanychbek Omuraliev and Deputy Foreign Minister of Kazakhstan Alibek Bakayev conducted a press conference. They shared insights with the media, providing a detailed elaboration on the outcome of the Summit and the decisions made by the OTS Leaders.
